Accumulated changes since v2.3, including:
- Allow get_weekday() and get_yearday() to take all civil-time types.
- Support %U/%u and %W/%w specifiers internally.
- Handle "slim" TZif files.
- Handle future rules specifying year-round daylight time.
- Use the "backzone" file when building the testdata.
