CMEK support for Cloud Functions

In particular, this adds the support for two fields that are necessary for deploying CMEK-enabled functions: kms_key_name and docker_repository. Refer to the CMEK guide for Cloud Functions for more details.

If this PR is for Terraform, I acknowledge that I have:
