This sets the IAM-related fields on
google_service_accountwith CustomizeDiff so they won't be "known after apply" and can be used to set IAM rules in a single TF run. I couldn't find any existing issues around it, but it has been a thorn in my side for a while.Release Note Template for Downstream PRs (will be copied)
