Following up from GoogleCloudPlatform/magic-modules#9370 (review), assured workloads DCL tests using the partner field was creating tickets for EKM oncall. Ticket creation needs to be turned off for this org, then we can add the relevant tests back in.

Yes, I'm still working on this. Ticket creation has been confirmed to be off for relevant orgs, working on adding the tests back.

The tests were added back in internal DCL, then requested to turn off. I don't think these specific tests are worthwhile adding back in due to how the field interacts with the service team's backend.
