Maybe we should rename this event in that case to EVENT_HOMEASSISTANT_STOPPED

Nice, this will allow me to fix a race in homekit
as well

Proposed change
Introduce a new event that is fired when Home Assistant has finished the startup. This includes finishing the setup and the starting phase. This allows scheduling work that really needs all startup work to be done, including writing unavailable states for entities that are no longer added.
Updated automatic Google Sync for cloud and automation to use the new event.
Fixes some edge cases where automations/Google Sync could get triggered during startup if certain tasks took a long time.
