What should happen

Scrolling of the wheel on a mouse in the menus should move the menu but instead i'm having to click and drag to move down a menu

Who would this benefit

probably a 1 in every 1000 users feature but those of us who use the desktop modes when connecting our phones up to USB-C hubs and using Samsung Dex or other desktop branded names and using mouse and keyboard for menu navigation

Games this would be useful in

more of a Emulator solution than an actual game fix

Other emulators or software with a similar feature

pretty much all of them allow you to scroll in the menus

Presumably it also doesn't work when connecting a mouse by bluetooth to a phone - that's the case I'll be testing this one, and I recall trying this in the past and it indeed didn't work.

i only have a wired mouse and a 2.4ghz dongle mouse, tried both connected to the hub and both with a USB-A to C adapter and get the same results from them

Fixes #18471

Tested on a Poco F4 phone with a generic Bluetooth mouse.
