Fixes the
iota-startcommand by downgrading a dependency that introduces thetlsfeature of Tonic, which we don't want. This is fundamentally caused by the mechanism described here: https://github.com/epage/rfcs/blob/feature-unification/text/3692-feature-unification.md
