Let me know what you all think. I tested with my application and I was able to seek through videos in chrome.

Some points to note:

wont work with partial requests of the form "bytes start-end, start2-end2, ..., startN-endN"
maybe some things are incorrectly followed in the spec https://tools.ietf.org/html/rfc7233#section-4.2 but this was my first time implementing an RFC
