Update KEP template for Out of Tree Provider for OpenStack #760

This KEP outlines the current state of the out of tree cloud provider for OpenStack. Many of the testing and documentation requirements have been satisfied, and most new features will require new KEPs. The most important work for this KEP is in migrating community users off of the in-tree provider and to the out-of-tree provider.

Based on the check list this should be set to implementable now?

that has feature parity to the kube-controller-manager.
Build support for the out-of-tree OpenStack cloud provider. This involves a well-tested version of the cloud-controller-manager
that has feature parity to the kube-controller-manager. This KEP captures mostly implemented work already completed in the
[OpenStack Cloud Provider OpenStack](https://github.com/kubernetes/cloud-provider-openstack)
