Pants install directory needs change in install-dev.sh

Describe the bug

In install-dev.sh line 579

        $sudo ln -s $HOME/bin/pants /usr/local/bin/pants

You assumed that pants would be installed in $HOME/bin/pants, but due to the recent changes in pants install script, the install directory of pants changed to ~/.local/bin instead of ~/bin which caused failure of installing bai

To Reproduce

Just ran install-dev.sh

Expected Behavior

Successfully installing bai (dev env)
