Federated feedback with delay falsely detects cycles

In the branch federated-delay-fix there is a test, FeedbackDelay.lf, that fails because it falsely detects a causality loop (a cycle) even though the cycle is broken by a delay. This branch already has two attempts to fix it but these aren't enough, apparently. There is a draft PR (#1085).
