[python-modules-kit] dev-python/pyyaml and cython3 mask

For what I see (ignoring project.yaml) it seems that pyyaml-6.0.2 works correctly with cython-3.0.11 (now available on mark-testing).
A comment here we can upgrade pyyaml with cython3.
