Introduced in branch/version: 10.3.x / 10.3.0

The theme installer (\Drupal\Core\Extension\ThemeInstaller) now requires the theme extension list service to be injected via the constructor.

Pass the theme.extension.list service to \Drupal\Core\Extension\ThemeInstaller::__construct() if you instantiate the installer.
