Recognize new package prefix directory variable in CMake 3.29.1. #38078

In CMake 3.29.1, the configure_package_config_file function changed the name of the variable with the package prefix dictionary from PACKAGE_PREFIX_DIR to a name that depends on the current package's name, and a counter variable. This PR updates the vcpkg_cmake_config_fixup function accordingly to recognize this new pattern.

Validated locally.

Fixes #37968

  • Changes comply with the maintainer guide.
  • SHA512s are updated for each updated download.
  • The "supports" clause reflects platforms that may be fixed by this new version.
  • Any fixed CI baseline entries are removed from that file.
  • Any patches that are no longer applied are deleted from the port's directory.
  • The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
  • Only one version is added to each modified port's versions file.
