cmd+y is more useful than cmd+shift+z

cmd+y in Sublime is a combination of redo and repeat, where vs code doesn't have the repeat command, so it is not 100% the same. that said, we think we should still take this change, and have a feature request in vs code to support repeat.

ideally this PR includes a when clause:

                "when": "editorTextFocus && !editorReadonly"

but I'll add that after merging the pr.
