This PR implements the flowchart in the docs folder.
A list of xml authorities file is generated.
After the subjects tables are loaded from the skos file, that file of xml authorities is used to alter the subjects database so that the broader and narrower terms are kept and so that the deprecated term is shown is "see_instead".
