Install workflow is failing on Windows with the error:

mmcloughlin/addchain crit unable to find '' - use 'latest' or see https://github.com/mmcloughlin/addchain/releases for details

Suspected cause: actions/runner-images#10009

ci: disable windows install job (#152)

Temporarily disable the installation workflow on Windows.

The workflow is currently broken due to actions/runner-images#10009 with
no
clear workaround at the moment.
