[core] Create a script to generate codeowners #34175

Created a script that generates the CODEOWNERS file based on the rules we defined. These rules are currently stored in the script itself, but potentially could be accessed from our Notion.

The script defines owners of whole packages and components in Material UI, Joy UI, and MUI Base, along with their docs.

A continuation of #33995.
