util: throw toJSON errors when formatting %j #11708

Documentation says:

%j - JSON. Replaced with the string '[Circular]' if the argument contains circular references.

Correct me if I'm wrong, but I believe because of that this is a semver-patch.

Not sure either. I guess we can stay on the safe side and label it semver-major.
Is there currently another way to make the function throw? If the answer is "no", it's possible that someone relies on the fact that it never throws.

I changed my mind, and now I think this really is a semver-major change, since util.format (and consequently, console.log etc.) now errors out on certain cases that heretofore did not. Even if the former behavior was incorrect, this may still break user's code.

That said, there are already four CTC members who approved this PR, but I'm going to mark it as ctc-review anyway.
