[exporter/datadog] Bump dependencies; fix first point reporting for cumulative series

Description:

Bump Datadog Agent modules to DataDog/datadog-agent@17c7dfde736c. This includes:

• [pkg/otlp/model] Do not send first value for cumulative monotonic sums if start timestamp matches timestamp DataDog/datadog-agent#15363
• Move pkg/quantile into opentelemetry-mapping-go repository DataDog/datadog-agent#15358

To support the latter we are starting to use github.com/DataDog/opentelemetry-mapping-go/pkg/quantile for the sketches code
