targets-meson.sgmlはtargets-meson.txtから生成される新規ファイルです。
targets-meson.txtの方を修正するのが正しいと思ったのですが、スクリプトを修正するメリットは少ないと判断しました。
普通に生成後のファイルに翻訳を追加したほうが、修正もレビューもやりやすいです。
バージョンアップもtargets-meson.sgml.enを生成して差分を追従していけば対応可能と判断しました。
