I've been unreliably informed that Go 1.11 will be out by the end of August. This lines up with the post 0.6 release so there should be no problem with Docker image availability or .travis.yml

  • update Dockerfile to Go 1.11, don't forget Dockerfile.race
  • update .travis.yml to Go 1.11
