remote_topgrades doesn't work for Windows

What did you expect to happen?

Adding the hostname for my Windows laptop (which has an SSH server) to remote_topgrades should run topgrade on my Windows laptop.

What actually happened?

'env' is not recognized as an internal or external command,
operable program or batch file.
Connection to fayne-laptop closed.

Additional details

• Using Windows 11 on both PCs
• Installed Topgrade with Cargo on both PCs

I installed the SSH server using these instructions:
