Minor suggestions. Thanks @ajschmidt8, I think this is much cleaner now that we have a fully arbitrary matrix.

This PR adjusts the
rapids-dependency-file-generatortool to be able to accommodate any arbitrary set of matrix values instead of justcudaandarchvalues.
