When there are a lot of open incidents, the "Currently Open Incidents" page takes a long time to load. It should be paginated, so that the load time is a constant.

I think the "Currently Open Incidents" page is incidents/CHAPTER_SHORTNAME/incident/activity. (Having the full URL in this issue would be great, though.)
