The copy local condition prevents indirect assembly references via nuget ie. Unicorn from being copied in some cases

This update fixes a very specific edge case. If NuGet restore and MsBuild is called outside of the Visual Studio IDE using command line tools or build servers any indirect references such as Unicorn.dll will fail to copy to the output.
