Proposal: risingwave-ctl

We should have some developer tool to easily investigate into the internal status of our system. Possible functionalities:

• Get current latest Hummock version and print it out
• Scan all keys inside Hummock Tooling: Data Access Tool for Storage #625
• Manually construct and send stream executor plans
• Parse keys from stream executors misc: streaming key parser #394
• ...

risedev can help generate config and env variables for risingwave-ctl. e.g., risingwave-ctl will need meta address in order to access the system. Anyway, risingwave-ctl itself should be a separate tool.
