This pull request updates the Dockerfile to use Python 3.11 and installs the AWS SDK v3 client for SNS. It also updates the GitHub Actions plugin and removes unnecessary npm update command. Additionally, it cleans up the code and adds an option to not deploy web files. No functional changes were made.
