tailwindcss v3.2.4

Details

When using tailwindcss v3.2.4 with rsbuild-plugin-tailwindcss, an error occurs when loading the tailwind.config.js that rsbuild-plugin-tailwindcss generated.

Tailwind CSS support using ESM configuration file in v3.3.0. We should not generate tailwind.config.js in ESM format when using v3.2.4
