Unrolled build for rust-lang#118960

Rollup merge of rust-lang#118960 - tvallotton:local_waker, r=Mark-Simulacrum

Add LocalWaker and ContextBuilder types to core, and LocalWake trait to alloc.

Implementation for  rust-lang#118959.
