I'm not sure why it ended up in the bottom. Normally we have these lexer/syntax sections towards the beginning of a section.
Somehow missed this in rust-lang#1536

This fixes a few things with weak keywords:
safekeyword to the Lexer block (missed in Changes for unsafe extern blocks (RFC 3484) #1536).rawkeyword (missed in operator expressions: add &raw #1567).
