Rollup merge of #107015 - cuviper:ra-riscv64, r=Mark-Simulacrum

Re-enable building rust-analyzer on riscv64

It was disabled in #75103 due to an LLVM bug, but followup comments have
confirmed that it builds fine on Fedora with LLVM 15.
