The extern mod foo = "bar"; syntax introduced along with rustpkg does everything that extern mod foo (name="bar") does (and more, since it searches the RUST_PATH). So the old syntax should probably be removed.

Nominating for milestone 2, backwards-compatible

This Fixes #10265 and paves the way for fixing #9543. It works by adding a 'package_id' attribute by default for library crates that don't specify it. This is necessary to use the 'extern mod foo = "bar"' form instead of 'extern mod foo(name="bar") (as per #9543), because the former adds a required package_id when trying to link with the bar crate. I added a simple test to ensure that the default package_id value is being generated, and also added an explicit package_id in the link attribute in all rust libs to avoid getting warnings about default package_id values when building rust.

This patch for  #9543 throws an `obsolete syntax` error for `extern mod foo (name="bar")` . 
I was wondering if [this](https://github.com/fhahn/rust/compare/mozilla:master...fhahn:issue9543-remove-extern-mod-foo?expand=1#diff-da9d34ca1d0f6beee2838cf02e07345cR4444) is the correct place to do this?

I think the wording of the error message could probably be improved as well.

If this approach is OK, I'm going to run the whole test suite tomorrow and update the old syntax to the new one.

in libc crate which uses wasi values already. Helps with rust-lang#72808 and rust-lang#75532.
