Add tier 3 no_std x86 support for QNX Neutrino RTOS, version 7.0 #109173

This PR adds the target i586-pc-nto-qnx700, which targets QNX Neutrino RTOS version 7.0 on x86 32-bit targets.

cc: @flba-eb @gh-tr

This target falls under the umbrella of Tier 3 QNX Neutrino RTOS support documented in nto-qnx.md and previously started with #102701.

Is there a plan to support std on QNX? How difficult would be the changes needed to support it? Would be happy to pitch in if there are some pointers :)

There is already std support for QNX 7.1 in Rust-master and Rust 1.69. Regarding 7.0 support of std it would be best to ask @samkearney .

Yes, I'm working on it! There is a bit of a de facto bootstrapping process that seems to work best:

  1. no_std target support in rustc
  2. Support in libc
  3. std support in rustc

This is step 1, but I am working on steps 2 and 3 and they are pretty far along.

I just realised that std support is there for 7.1 too! Anyways thank you for porting it so far :)
