Found this bug when trying to build libcore with the new solver, since it will canonicalize two params with the same index into different placeholders if those params differ by name.

an expected rustdoc perf regression. Rustdoc was using the wrong ParamEnv before, now we compute the right one. This extra work is unavoidable.

this is a bugfix in rustdoc and I don't see how these perf regressions can be avoided while still doing the correct thing. We need the correct param_env to actually normalize. The only alternative would be to stop normalizing in rustdoc, reverting #114855 which also does not seem desirable. Going forward I expect that the caching losses will be offset by using the new solver which should result in better caching.

Assert that params with the same *index* have the same *name*

Found this bug when trying to build libcore with the new solver, since it will canonicalize two params with the same index into *different* placeholders if those params differ by name.
