I'm not a python developer, I hope it's not too much outside of pythons standards.
The openurl lib from python can already read http_proxy and https_proxy so nothing is needed there.

I put the proxy in both case is_local and !is_local.

Yes, I have to test, to be able to install bloop.
I tried with and without environment variable, to be sure people without theses env var are not block either.
