[TEST] Try attestors with a disabled master key:

Cobbles together a unit test that uses in-ledger attestors with
regular keys and disabled master keys.  The result is not the
same as you would get with regular multisigning.

- Signing the attestations with the master keys should fail.
- Signing the attestations with the regular key should succeed.

Neither of those happens.
