feat: downgraded aws-jwt-verify

the aws-jwt-verify module currently needs to be set to 2.1.3 vs. 3.x due
to a awslabs/aws-jwt-verify#66 in how it jestjs/jest#12270. Until this
is fixed upstream, avoid using the latest version.
