Removed ChipperCI integration

Description

Now they we've gone all in on GitHub Actions we can remove our ChipperCI integration. This PR does that.

It was replaced with badges for Crowdin, Docker Pulls, Twitter Follow, Codacy Badge, All Contributors, and Discord. These badges provide quick, high level info about other aspects of the project, like its popularity, quality, or community.

• Updating Important Links
  The link in the Snipe-IT - Open Source Asset Management System section of README.md file was updated to ensure users and potential contributors are directed to the proper location when seeking out more information about the project.
