Earlier we used to install ipmitool via debian and since we switched back to install ipmitool via source package, PMON docker has to be updated to install ipmitool via deb source package.
testing :
compiled image and checked ipmitool command in pmon docker
root@sonic:~# docker exec -it pmon bash
root@sonic:/# ipmitool -V
ipmitool version 1.8.19
