Purpose

• I'm planning to remove (not comment-out) a mypy-valid file from the overrides in [typehints] tests: enable mypy for linkcheck builder tests. #12160, based on discussion. To me it makes sense to be consistent with the mainline branch, so this pull request performs the global cleanup first.

Ah, no, these comments are to structure the list itself. The list must only contain module names not file names.
