Implement AsHandle/AsSocket for Arc/Rc/Box on Windows

Implement the Windows counterpart to rust-lang#97437 and rust-lang#107317: Implement
`AsHandle` and `AsSocket` for `Arc<T>`, `Rc<T>`, and `Box<T>`.
