Before this commit, the images in TriggerTemplates deployed by Pipelines as Code are not substituted with images required for OperatorHub deployment. This commit adds a transformer that replaces images per the environment variable `IMAGE_PAC_TRIGGERTEMPLATE_<STEP_NAME>`.
