Describe the bug

If you use the latest .NET SDK and AWS/Azure .NET images and use .NET 8, there is a TLS connectivity issue with "native TLS certs not found". But if any one of those conditions are different, it works correctly. Investigate.

For AWS, see aws/aws-lambda-dotnet#1973. Azure has not been investigated.
