Description
Add support for SPCR revision 4, as specified in https://learn.microsoft.com/en-us/windows-hardware/drivers/serports/serial-port-console-redirection-table
Revision 4 adds fields for UART clock frequency, precise baud raud and ACPI object namespace string.
How This Was Tested
Boot VExpress FVP model, with ConfigurationMonitor requesting revision 4 and revision 2 SPCR.
Test booting to Linux.
Test output of acpiview.
