What is your minecraft version?
The default recipe has a glowstone dust in the center, not a full block.

I have the same problem.
I can not craft the storage terminal.
I use version 1.6.14 on a Minecraft Server Version 1.20.4.

Edit:
Also I dont know if it's part of that problem.
The recipes for those blocks do not show up in JEI. I can click them, but it does not show anything.

It should be glow stone dust and just normal glass and it should wrk
