chore: update terraform to kick-off archive from step functions

#318 #320

This PR is intended to do a few things in service of getting the Treasury report working (#83):

1. Unblock the deploy-pipeline by fixing this permissions error
2. Update to kickoff createArchive lambda function via Step-function rather than SQS
3. Re-arrange code so lambda-functions related to treasury generation are in the treasury_generation_lambda_functions.tf file.
4. Adds permission for the -graphql lambda function to be able to download the .zip files
