Update fp-ts/io-ts deps, enforcing latest versions. Update ts, enforce latest version. Use @anilanar/mklib. BREAKING CHANGE: fp-ts/io-ts version requirements are increased. Typescript 4 is required.
Making fp-ts/io-ts peer dependencies suits community best practices and prevents accidental multiple fp-ts/io-ts libs to be included in a project. BREAKING CHANGE: fp-ts and io-ts are now peer dependencies and must be separately installed.
