Added legacy Withdrawn status with deprecation entry

The OSCAL SP 800-53 rev4 catalog uses the following syntax:

<prop name="status" value="Withdrawn"/>

Which includes a capital case Withdrawn. This capitalization was normalized in the rev5 catalog as withdrawn.

This PR adds a deprecated value for Withdrawn to deal with backwards compatibility.
