Why
In order to have support for EIP-2718, this PR would need to be merged, and Web3.js would need to update to the latest version of
ethereumjs-Xpacakges. This PR handles updating the use ofethereumjs-Xpackages for signing transactionsChanges made
ethereumjs-txto@ethereumjs/txinweb3-eth-accountsethereumjs-commonto@ethereumjs/commoninweb3-eth-accountsweb3-eth-accountstests accordingly
